No it’s once per Amazon account. Same Niki account and different amazon accounts should work.
But Amazon may block your accounts if you do so.

Once per Amazon/Niki Account. No limit on Mobile number, Like you can use the Same Mobile number in 2 different Amazon/Niki accounts and still you will get cashback 🙂
